Solutions that don’t break the bank, reinvent the wheel or marginalize our teachers are within our grasp. We could have rigorous classes, safe and disciplined schools and treat teachers like professionals, and we could do so tomorrow if we wanted.

Co-location is when a failing school or low enrollment school is split into two sections. One section of the school will be "charter" with the lure of providing a better education and filling more seats (saving the school board money) and the rest of the school will be for the less desirable students that will be allowed by the school board to languish.
