Tallahassee planning to steal from teacher raises to pay for the money they stole from teacher's pensions

So in 2010 the state legislature took 3 percent of teacher pay to "help" with pensions, except they didn't take that money and put it towards pensions, nope they put it in the general fund. Fast forward to today when the state is about to make districts pay more for pensions, knee capping their ability to give teacher raises. You know so they can $#%^ teachers coming and going.

Florida’s school districts are about to be walloped with a nearly $233 million bill from the Legislature — because of the legacy of the Great Recession on the state's pension fund. 

Here’s what’s happening: The Legislature this month passed a bill (HB 5007) that would change how much state employers must contribute to their employees’ retirement pensions. 

"It's a big hit and school districts seem to be the biggest chunk," he said.  

Last year, the increase to the retirement system that was placed on school districts was $35 million, school district lobbyist Jim Hamilton said. 

Though Florida's retirement system is "well-funded" and "quite stable," it does not have "every dollar that they would need in 30 years," Hamilton explained. And though school districts won't have a choice but to pay the new rates, Hamilton said that legislative  "leadership does understand this is a burden."  

The Legislature could still pass measures to increase the per-pupil funding amount — the main source of funding for school districts — to offset the costs of the legislation, Hamilton said.  

"We're still three weeks away from sine die (the end of session), and a lot can happen," he said. If signed, the mandate would go into effect July 1.  

"It's a false sense of funding," said Scott Mazur, president of the Leon County teacher's union. He told the Democrat that the efforts to increase teacher pay may end up “just reallocating” money, noting that he foresees programs being cut to offset the costs. 

“The total cost to the employer for the pay — not only what the employee takes home — all would come from” the same pot of money, she told Board members. “At the end of the day, it would mean less money home to the employee because we’re having to contribute more of that pot toward retirement.”

Florida, Florida, Florida, why do you elect people that hate teachers and public education? I want to remind you while above is going on, we are  planning to send hundreds of millions more to charter schools and to pay for yet even more vouchers, but perhaps worse of all the pension is in good shape,  there really isn't a problem.

Update. The three percent taken back in 2011 was to balance the budget because the state was going to send district's 3-4 less and require them to contribute 3-4 less to the FRS. The teacher contribution may not go directly to the general fund, but it replaced money from the general fund that was going to go to districts so they could pay less to the FRS. Can there be any doubt that the Richard Corcoran led FLDOE wants public schools to fail? I don’t think so but in case anybody did take a look at the new test taking directives they have given which includes letting kids sleep, and not telling them to double check their work.

Friends I also want to remind you that the kids that attend Florida’s voucher schools don’t have to take any test. The accountability that is so important for our public schools is nonexistent in our voucher ones.

Corcoran is a charlatan and a hack, a villain looking to profit while kneecapping children and robbing them of their futures yet somehow, he has been put in charge.

Florida senate advances school takeover bill, lets call it what it is.

Last spring Education Commissioner wondered why he couldn't just take over schools, not that being an unqualified hack isn't enough of a reason, but with SB 1489 it looks like he may just get his chance.

From the Tampa Times:

   Saying Florida needs to “step on the gas” to rid itself of F-rated schools, state Sen. Dennis Baxley on Monday pressed his Senate Education Committee colleagues to advance his bill that would accelerate the time frame in which the lowest performing schools on state tests can adopt and implement improvement plans. 

The bill (SB 1498) would require any school with one D or F state grade to create a turnaround model. Currently, a school would not enter that system unless it receives two consecutive D’s or one F. The bill then would give schools the remainder of their current year plus one more year to improve to a C, or face either closure, conversion to a charter or turnover of its operations to an outsider firm. 

It’s part of a larger measure that aligns with a similar bill in the House (HB 7079) that aims to tie changes in the state’s accountability system to testing shifts associated with newly adopted academic standards

Before I continue I want to remind you that by the states metrics it has many failing private schools that take vouchers, but is there any call to rein them in? Nope they want to expand them.

So up to now Now once schools have performed poorly on the FSA they go into turnaround.

 • A school with an F or two consecutive Ds • Triggers a planning year for improvement • Two or three years of implementing a turnaround plan.

Districts often try and turn the schools around on their own but if that fails after two years they can choose several options. They can turn the school over to a charter, hire a management company or closest the school and as you can see from above they have several years.

Now the state wants to both speed up the timeline and act as a defacto school board where Corcoran acts as king and decide what happens.

Explained: Teachers and administrators at schools with a D or F grade can be reassigned or eliminated by a non-district official from the state, eliminating the one year turnaround period for D schools that currently exists and accelerates the state sanctioned turnaround process.
Explained Further: If a local school grade goes up to a C or better, it will be considered turnaround again if the school grade declines 4 years later. Additionally, the law would empower the Commissioner of Education to determine how a school can be repurposed. Further, it grants Commissioner of Education new powers to deny district requests to close schools. For example, if a school district elects to close a school as one of the turnaround options and repurpose it as a new school with different grade levels, the Commissioner of Education could override the decision by the elected school board and force the school district to hand over the asset to a for profit managed charter school. The law would transfer taxpayer funded facilities to charter schools and privately managed for profit companies with no ability for school districts to recoup the taxpayer asset.
The proposed law would make all these changes at a time when the state has also changed the standards, eliminated or diluted funding, and limited resources to retain experienced educators in the public-school system. These new standards, new tests, and new school grade calculations will, as if by design, create more of a challenge for schools that need support.
Please remember, these proposed laws for speeding up the turnaround timeline will only apply to district public schools and NOT charter schools or private schools funded by taxpayer dollars.
Finally, as a Parent and taxpayer you should be troubled by SB 1498 because it allows colleges from outside of your county toauthorize new charter schools, the commissioner is permitted todisregard the decision of an elected body to close schools to reduce costs to the taxpayer, and it allows the commissioner to accelerate a takeover of schools and gives them the power to hand over our taxpayer funded assets to for profit companies without any say from the community and without the ability to recoup that asset.

Hey what could go wrong, right?
The worst thing that ever happened to education in Florida is the GOP in Tallahassee figured out how they could make money off it and that has driven all of their decisions ever since. We should all say no, to the state takeover of our schools. 

Rory Diamond really hates teacher's unions

A number of years ago I was talking to a former mayor who was giving Gary Chartrand an award, I asked him, how can you give this guy a reward after all he has done to attack public ed. he said, other than maybe really not liking labor, he's not that bad. Of course we know the former mayor was talking about unions. Well friends when it comes to hating unions'  Chartrand has found a disciple in Diamond, who can't see to attack them enough.

Um, this guy is from Nebraska, yes that Nebraska and he only took 5 percent of his total from the Nebraska teachers unions. Hell people like Fischer and Shine were talking must of their money from charter school interests and  Diamond took a million dollars from Gary "Charter school" Chartrand.

How much must you hate teachers unions to go after some school board guy from Nebraska?

Diamond, is arguably corrupt and definitely biased to the point his judgment can't be trusted. Beaches you deserve better. 

The Classical Charter school and the Florida Citizen's Alliance

Erika Donalds the driving force behind Jacksonville's new Classical Charter school is also a "charter" member of the Florida Citizens' Alliance which has some disturbing views on education and children they consider deviant.

 The Florida Citizens’ Alliance (FLCA) is a coalition of citizens and grassroots groups working together through education, outreach and community involvement to advance the ideals and principles of liberty.  We believe these include but are not limited to individual rights, free markets, and limited government.

Okay a little Tea Party for me, but nothing overtly bad there, it's when you do some digging do you find out how invidious they are. 

First there is book banning;

A conservative group that has had the ear of Gov. Ron DeSantis has announced a new approach in its effort to remove books it deems offensive from Florida’s public schools. 

At least one organization is pushing back, saying the Florida Citizens Alliance does not speak for everyone in the state. 

The Alliance, based in Naples, has spent several years railing against novels and instructional materials it says do not belong in the hands of minors. The group refers specifically to books that include explicit sex scenes and that include information about LGBTQ relationships, such as gay marriage. 

It argues that the sex scenes violate state laws on obscenity, while stories about same-sex parents run afoul of state statute saying marriage may take place only between a man and a woman. 

In the past, the Alliance has pressed lawmakers to make it easier for a county’s residents — not just parents — to challenge school books with an eye toward removing them. Over the past few years, the Legislature did just that. 

But now, the Alliance contends that the laws are “blatantly ignored in most Florida counties.” So in addition to calling for ever tougher laws on book challenges — so far none have been filed by the group’s usual supporters — the Alliance has also urged the state Attorney General to prosecute schools that make the materials available to school children.

So much for believing in liberty right? But they want to arrest and prosecute people for supporting literature, that they don't like. 

Then there is the science they are pushing which is a lot closer to teaching creationism is good and teaching climate change is bad.

The Alliance’s members began line-reading school textbooks for violations of their beliefs, creating carefully detailed reports on how many times, and in what context, elementary and high school students were learning about rising seas, or melting ice in Antarctica. “Unfortunately, what it’s become is indoctrination and not education. That’s our major problem,” Vernon said, echoing a prevailing concern among members of the Alliance and like-minded conservatives everywhere: the unchecked power and control over social institutions by perceived liberal elites. “We’re really concerned,” he added, “that our kids are not being educated, [but] simply indoctrinated in the philosophy of the academic aristocracy.”

With the ascension of the Alliance, the Sunshine State has become ground zero for an intensifying ideological battle taking place across the nation—one that has conservative groups wrestling for control over how climate science will be taught to American students. The science classroom, after all, remains the dominant venue in which those students first encounter the topic, and it greatly informs how students eventually square-up to the veracity of climate change—either as something they believe to be happening and worth responding to politically, or as a phenomenon of nature, undeserving of public funds and political action.

Gulp, that's the climate change part, now here is the creationism, err sorry alternative to evolution part.

A bill that would allow school districts to teach Florida students alternatives to concepts deemed “controversial theories” — such as human-caused climate change and evolution — has been filed in the state Legislature.
The language of the bill sounds fairly unremarkable, requiring only that schools “shall” teach these “theories” in a “factual, objective, and balanced manner.” But the group that wrote the bill, the Florida Citizens Alliance, says the bill is needed because curriculum currently taught in Florida schools equates to “political and religious indoctrination,” according to the group’s managing director, Keith Flaugh. 

The bill’s sponsor, Sen. Dennis Baxley, R-Ocala, said that schools need to teach “different worldviews” on issues like evolution and climate change. He asserts that textbooks now skew toward “uniformity” of thought.  

“Nothing is ever settled if it’s science, because people are always questioning science,” Baxley said. “If you look at the history of human learning, for a long time the official worldview was that the world was flat. Anything you now accept as fact comes from a perspective and you learn from examining different schools of thought.”  

Both evolution and climate change are well-established fact in the scientific community.
“It is resolved,” said Ben Kirtman, a professor of atmospheric sciences at the University of Miami, in reference to climate change. “I find this a way to create artificial doubt about the science to control policy conversation, which is antithetical to the way we do things in this country … The danger is you’re going to have people who don’t have a fundamental understanding of the way science works.”


Then there is their noted anti LGBTQ stance

 Today, the far-right extremist group The Freedom Speaks Coalition will host an all-day conference with state lawmakers in Tallahassee to explore how Florida public schools can "protect our kids from the dangers of the LGBTQ ideology."

According to a press release obtained by the Tallahassee Democrat, speakers and guests at "Parent Power 2020" include Ann Bowden, the wife of former Florida State Football Coach Bobby Bowden, and Republican House Rep. Mike Hill, who was criticized by GOP leaders (but was not called on to resign) last June after audio was released of him laughing at the idea of biblically stoning gay people to death.

"No child should be subjected to the ravages of the Drag Queen and LGBTQ mentality in today’s classrooms and libraries," said the group in the press release. "No child should be forced to think about 'gender fluidity' much less be told they will one day have to choose one."

Bobby Bowden also issued a statement, which was posted to the conference's event page. "Some geniuses decided schools should be teaching kids about sex," says Bowden. "Now folks, I'm talking about little kids, and not your normal sex stuff. The stuff they're teaching is just plain wrong and it sure ain't godly. Mama's and daddy's need to be teaching their kids about sex , the daddy's to the boys, and the Mamas to the girls. And backed up by the bible."

Micheal Bloomberg favors more charters, fewer teachers and larger classes. Um what?!?

First on charters, From the New York Post,


Presidential hopeful Mike Bloomberg may have backed off supporting stop-and-frisk, but he plans to double-down on another controversial policy from his time as New York Mayor — expanding charter schools.
Bloomberg will soon roll out an education plan that will include backing the privately managed schools as an option for families, his campaign office told The Post — drawing a contrast with other top-tier Democratic presidential rivals.
“Mike’s education plan will absolutely promote charter schools,” Bloomberg campaign spokesman Stu Loeser insisted.
Well, no ambiguity there. Sigh.
Now on larger classes and fewer teachers.

Mayor Michael R. Bloomberg faced tough questions for a second day Friday on comments he made about two of the most sensitive issues in New York City education: teacher quality and class sizes. 
Speaking on Tuesday to students at M.I.T., the mayor said that in his ideal world he would fire half the city’s teachers and pay those remaining twice as much to teach classes double the current size. 
“If I had the ability, which nobody does really, to just design the system and say, ex cathedra, this is what we’re going to do, you would cut the number of teachers in half, but you would double the compensation of them, and you would weed out all the bad ones and just have good teachers. And double the class size with a better teacher is a good deal for the students,” he said.
Sigh, that's not how education works and no teacher I ever met said, give me more students that will make me better.
You know you hear sentiments like above fairly regularly, Gates, Bush and others have said it but it just goes to show how uninformed they are how out of touch.
Are some teachers better than others, yeah, sure, it would be disingenuous of me to say otherwise, but nobody ever goes hey lets give Super cop Dave an extra beat and fire average cop Maury.
If we were looking at a bell curve, I believe the vast majority of teachers would be bunched together at the top.
A few years back I co taught with three different biology teachers that had three different reputations, all good in one way or another, but none were heads and shoulders above the others. Bloomberg would say fire one and make the other classes bigger which would have hurt all three sections.
Bloomberg's education ideas are ignorant and uninformed and sadly he doesn't seem inclined to change his point of view. Hubris because he's rich. What's really sad however is I would crawl over broken glass to vote for him, if it was him and Trump which I guess means its time for me to chip in to Bernie or Elizabeth to make sure I don't have to make that choice.

Florida's 400 plus failed charter schools

As the state is poised to send even more money to charter schools, and the selling of them has increased in regularity, I thought people might be interested in seeing the list of Florida's 400 plus failed charter schools which have cost the public hundreds of millions of dollars and which have disrupted families and communities. Just because a parent can make a choice, it doesn't me they will make a good one.

People talk about giving families the ability to choose. I think families should have a high quality public option, that has many options in it, like magnets, advanced programs, the arts, music and the trade for families to choose from, because they should have to wade through charlatans and mercenaries and bells and whistles to find the right school. Then I want to remind you tens of thousands of families chose these failed schools. How many of them do you think regretted it? 

First we have to agree on a set of facts.

Almost half of charters are for profit.

Charters serve a smaller percentage of ESOL and ESE students than public schools do.

Charters can basically pick who they take a keep.

Many charters are set up in neighborhoods with great and successful schools siphoning away resources from them.

Charters are nominally manged by local school boards though if we are being honest they are run by un elected boards responsible to no one.

Then Florida has spent hundreds of millions of dollars on charters that have taken public money and failed leaving communities in a lurch, and hurting the future of thousands of children.
