Or at least she seems to when she suggested the (CAST) system be better explained to teachers, in an article in the Times Union.
Mrs. Burney the problem isn’t that teachers don’t understand the CAST, the districts evaluation tool, it is they understand it all too well. They understand that is not a diagnostic tool used to foster growth and improvement but a punitive tool used to punish teachers administrators don’t like and to get rid of veteran teachers.
For the past few years now Mrs. Burney and the Board have let the super run wild over the district promoting admins not based on their ability but on whom they know and as a result the whole administrative team in the district is now suspect. Many use fear and intimidation rather than respect and collaboration to get things done and it has had a chilling effect on the district.
Mrs. Burney the problem is not that teachers aren’t smart enough to figure out the CAST the problem is what you and the rest of the board have allowed the district to become one where teachers are easily replaceable second class citizens.
