The Times Union and the State are reporting different FCAT numbers than DCPS

Both the TU and DOE are reporting that:

48 percent of ninth graders met the proficiency standard, compared to 46 percent last year.
45 percent of 10th graders met the proficiency standard, compared to 46 percent last year.

The County on the other hand is saying:

48 percent of ninth graders met the proficiency standard, compared to 43 percent last year.
45 percent of 10th graders met the proficiency standard, compared to 34 percent last year.

The state and TU show us with a 2 percent increase and a one percent decrease respectively where the county has us with 5 and 9 percent increases.

So which is it? Did we basically stand pat or did we have fairly dramatic gains?

Why is there such a big difference?
