There are several reasons. They are both for blame the teacher high stakes testing and for school choice which we all know by now actually means public school privatization.
The public has started to turn against above and children don’t vote thus their needs are rarely considered. Then there is the media who ignores the subject more than republicans ignore the reproductive rights of women and the democrats ignore budgets.
Education after defense is the most important function of our government, imagine what would happen if we put equal resources into both.
It is going to take the people demanding better for anything to happen and I am very encouraged by the nationwide anti-testing movement which is picking up steam.
I hate to say it but we need one of above to pander to the needs of our children and then the public needs to hold them accountable so they follow through.
