Birx said in a White House Taskforce briefing Wednesday that residents in counties with spiking cases should go back to gatherings of 10 people or less, wear a face-covering, avoid bars, and avoid indoor dining.
Florida is currently in phase two of reopening, which allows for gatherings up to 50 people as long as social distancing guidelines are followed. This phase has allowed bars and night clubs to operate at 50 percent capacity, but a recent rollback shut down bars as coronavirus cases spiked.
Governor Ron Desantis addressed the surge in Florida cases earlier this week saying he believed the outbreak had "stabilized," and has made it very clear he has no intention of heading back to phase one or closing down the state again.
